What it pays
| Household income | Share of the work paid |
|---|---|
| At or below 200% of the poverty line ($66,000 for four), or under 80% of area median income | 100%: nothing out of pocket |
| 201% to 300% of the poverty line ($99,000 for four) | 90% |
What the assessment can lead to
- Insulation, including attics up to R-30, and air sealing
- Furnace replacement for units 18 years or older in high-need households (60 or over, children six or under, expectant mothers, disability)
- Emergency repair of an inoperable furnace or central air conditioner, while funding lasts; not for renters
- For propane-heated homes: an air-source heat pump, a heat pump water heater, an induction stove and an electric dryer
The tiers come from Ameren's 2026 briefing to its contractors; its public pages publish no income figures.
Who is eligible
- who
- Single-family homes and duplexes heated by Ameren-delivered gas or electricity, or Ameren electric customers heating with propane.
- renters
- Renters of a single-family home or duplex can apply with the owner's signed consent. Apartment tenants nominate the building for the multifamily offer.
- proof
- Homeownership by tax bill, deed or homestead exemption; all 2026 paperwork in by 31 December 2026, signed by hand.
- mobile homes
- A separate mobile home offer takes self-certified income, owners or renters, in every county.
Where the application goes
A Program Ally does the assessment and the work; the incentive is paid to the Ally.

The thing most pages get wrong
Ameren's public pages give no income limits, only household size and location. The 300% tier, which pays 90% of the work, appears only in Ameren's contractor briefing, so many households that qualify for it never find out.
Electrification only for propane
The free all-electric package is only for homes heated by propane. A home heated by Ameren natural gas is not offered it, and the same page invites propane customers to switch to Ameren gas instead.
Signatures by hand
The 2026 application refuses typed names and click-to-sign. Everything must be in by 31 December 2026.
