Find what you can actually apply for
Nine questions. It answers the one most rebate pages never ask — who you apply to — then lists the programmes you match, what each one publishes, and which closed programmes you are still being told to apply for. The federal layer, all ten provinces and the three territories, California’s state, utility and regional programs, Texas’s state, utility and co-op programs, Florida’s state, utility and co-op programs, Pennsylvania’s state, utility, gas and co-op programs, New York’s state, utility, municipal and co-op programs, and those of Illinois, Ohio, Georgia, North Carolina, Michigan, New Jersey, Virginia, Washington, Arizona and Tennessee.

This is the question that decides where a B.C. application goes - your electricity utility, not your municipality - and it holds for the Home Renovation Rebate, the Energy Savings Program and the Energy Conservation Assistance Program alike. Pacific Northern Gas customers file a separate top-up on top of whichever of the two applies. Local money: 0% loans in Nanaimo and Saanich, HomeSave in the Central Kootenay, and $2,000 in the Regional District of Nanaimo's electoral areas. The municipal top-ups ended in 2025.

- A heat pump or attic insulationA programme-qualified contractor applies for you, and pre-approval must come first.
- Solar panels or battery storageYou choose your own contractor - there is no qualified-contractor list for solar.
- A smart thermostat or an applianceBuy and install it yourself, then claim.
- Two or more upgrades togetherA registered energy advisor from an approved Service Organization, starting with a home energy assessment.

What does your postal code start with?
- Postal codes starting with KEnviroCentre
- Postal codes starting with L, M or PCLEAResult
- Postal codes starting with NThe Home Inspectors Group
Ontario does not route by utility the way B.C. does. It routes by the upgrade - four front doors into one programme. The income-tested programme is different again: it routes by the first letter of your postal code. City loans on the tax or electricity bill: Toronto, Ottawa, Durham (not Pickering), London, Peterborough, and Cambridge and North Dumfries. All of them are on the Ontario page. City flood-protection subsidies in Toronto, Ottawa, Mississauga and Peel, Hamilton and London are listed in the calculator's results without a total, because they pay for flood protection rather than energy upgrades.

Has your municipality joined the Clean Energy Improvement Program?
- Yes, and it is taking applicationsIn September 2026 that meant Banff, Medicine Hat, Stirling, Taber or Westlock. Apply to Alberta Municipalities through your municipality's CEIP page. It is financing, repaid on your property tax bill.
- Yes, but it is at capacityMost participating municipalities are at capacity. Beaumont, Cold Lake, Edmonton, Jasper, Okotoks, Pincher Creek, St. Albert, Sturgeon County and Wetaskiwin still take pre-qualifications onto a waitlist. Airdrie, Canmore, Lethbridge, Rocky Mountain House, Spruce Grove and Strathcona County are closed even to that and only work through their existing waitlists.
- It is on the list, but I cannot applyCalgary is closed until winter 2026/2027. Devon, Grande Prairie and Leduc have closed their programmes, and Stettler has not launched one. All are still named on the list of participating municipalities.
- No, or I don't knowNothing province-wide reaches you. Alberta has no provincial or utility rebate to fall back on.
Alberta does not route by utility as B.C. does, or by upgrade as Ontario does. It routes by whether your municipality passed a Clean Energy Improvement Tax bylaw — and if it did not, there is no provincial or utility programme underneath to catch you.
Manitoba
Manitoba
Which describes your household?
- Income under the Energy Efficiency Assistance lineThe Energy Efficiency Assistance Program. Apply to Efficiency Manitoba with income documents for everyone 18 or older. In an electrically heated home the heat pump is installed free.
- A Red River Métis householdThe Métis Energy Efficiency Offers, through Efficiency Manitoba or the Manitoba Métis Federation's Energy Efficiency Advocate. The income line is $97,504 for up to five people.
- Any other householdEfficiency Manitoba's ordinary rebates. For insulation, heat pumps and solar a registered contractor applies for you; you claim the EnerGuide, window and thermostat rebates yourself. Manitoba Hydro lends for the rest.
Manitoba routes nothing by utility, because Manitoba Hydro supplies the electricity and most of the gas, and Efficiency Manitoba runs the rebates for both. What changes the answer is household income, and whether the house is heated by electricity.

- In the City of SaskatoonThe City of Saskatoon's Home Energy Loan Program, for anything bigger than a gas furnace or water heater, heat pumps included. Apply to the City before any work. For gas equipment, SaskEnergy's rebate applies as well.
- Anywhere else in SaskatchewanSaskEnergy for a gas furnace, boiler or water heater, and SaskPower's Energy Assistance Program if your income qualifies. Nothing else province-wide pays for insulation, windows or a heat pump.
Saskatchewan has almost nothing to route. Its retrofit rebate ended in April 2026: SaskEnergy now pays only on gas equipment, and SaskPower runs a free visit for lower-income households. The one real split is the city line, because only Saskatoon lends for a heat pump.

Which part of the house are you working on?
- Insulation, air sealing, doors or windowsRenoclimat, the province. Book a pre-retrofit energy evaluation before any work starts.
- A heat pump, geothermal, thermal storage, solar or an applianceLogisVert, Hydro-Quebec. Apply through the logisvert.ca portal, which is in French only.
- Both, on the same houseBoth programmes. Quebec's own eligibility page states they are complementary, provided each application covers different work.
- Converting a natural gas system to dual energyYour gas distributor - Energir or Enbridge Gaz Quebec. Quebec's own page prints no figure; the amounts come from the Chauffez vert normative framework.
Quebec is the only province here whose routing is not a fork. B.C. routes by utility and Ontario by upgrade, and in both you end up in one place. Quebec splits by which part of the house you are touching, and then says outright that you may take both roads at once. In Montréal, RénoPlex adds renovation grants of up to $26,000 a house; the other big cities' renovation grants are closed while Rénovation Québec is suspended.

What is your combined household income?
- Under $70,000The Enhanced Energy Savings Program. NB Power screens on income and on whether the home needs the work, then does the upgrades free. First come, first served.
- $70,000 or moreThe Total Home Energy Savings Program. Pay $99 plus HST for an energy evaluation, do the work within nine months, and be paid on what the second evaluation measures.
New Brunswick is the only province here that routes purely on income. It does not matter how you heat or who sells you your power - one line at $70,000 decides whether the work is free or rebated.

What is your household income, and how is the house heated?
- Lower income - at or under the HomeWarming lineHomeWarming. A free assessment and free upgrades, arranged and paid for by Efficiency Nova Scotia.
- Moderate income, and heated by something other than electricityApply for the Moderate Income Rebate FIRST and wait for approval. It waives the $199 assessment fee and adds up to $5,000 on top of the Home Energy Assessment's $5,000.
- Any other householdThe Home Energy Assessment. Pay $199, do the work within twelve months, and claim up to $5,000.
Nova Scotia is the only province here where the order of your applications changes what you are paid. Applying for the Moderate Income Rebate after booking the assessment can cost a qualifying household the fee and the second $5,000. In Halifax, an oil-heated home built before 2000 can also finance a whole-house retrofit at 4.75% over ten years.

Prince Edward Island
Prince Edward Island
What is your total household income?
- Under $35,000Everything, at the higher rate. Free Home Insulation installs the work outright, Winter Warming covers the basic measures, and if you go the rebate route the low-income rate is close to double the regular one.
- $35,000 to $50,000Free Home Insulation if your home is assessed at $300,000 or less, plus Winter Warming. Insulation rebates are paid at the regular rate.
- $50,000 to $55,000Free Home Insulation if your home is assessed at $300,000 or less. Winter Warming stops at $50,000. Insulation rebates are paid at the regular rate.
- Over $55,000Home Insulation Rebates at the regular rate, biomass and firewood rebates, and the Energy Efficiency Loan Program - which has no income test at all.
PEI routes on income more than on fuel, and it uses three different lines to do it: $35,000 for the higher rebate rate, $50,000 for Winter Warming, and $55,000 for free insulation. Free insulation adds a second gate nothing else here uses - the home's assessed value must be $300,000 or less.
Yukon
Yukon
What are you planning?
- A heat pumpUnder the Affordable Heat Pump Program's income lines, apply to the Energy Branch for pre-approval before anything is installed, and the heat pump is paid in full up to $24,000. Otherwise the ordinary rebate pays half, up to $10,500, claimed after installation.
- Insulation, air sealing or windowsBook a $50 energy assessment with the Energy Branch first: the insulation and air sealing rebates need one before and after. Windows need no assessment.
- Repairs, or financing the restThe Yukon Housing Corporation's Home Repair Program lends up to $70,000 to households under $135,750, and it stacks with the rebates. The Better Buildings loan is paused.
The Yukon splits by who runs what: the Energy Branch pays the Good Energy rebates, the Yukon Housing Corporation lends and grants for repairs. Both accept the same household.

- Southern California Edison, with no community energy providerIn a disadvantaged or low-income community, SCE's Home Performance Plus pays up to $1,350 for a heat pump water heater and by the ton for a heat pump. SoCalGas's rebates cover gas equipment only.
- Clean Power AllianceCPA pays up to $3,500 toward a battery for a solar home, but no heat pump rebate. As an SCE delivery customer, look at SCE's Home Performance Plus if you live in a qualifying community.
- SDG&E, with no community energy providerSDG&E pays no heat pump rebate of its own. Below the Energy Savings Assistance line, check the ESA Whole Home pilot: up to $25,000 of free upgrades for 250 homes in qualifying ZIP codes.
- San Diego Community PowerSDCP pays $250 to $500 per kWh toward a battery for a solar home, in return for dispatching half of it on weekday evenings. No heat pump rebate found; SDG&E's ESA Whole Home pilot below the income line.
- LADWPLADWP's Consumer Rebate Program pays up to $2,500 for a heat pump water heater and $1,000 to $2,500 a ton for a heat pump; apply after installing. SoCalGas's rebates cover gas equipment.
- SMUDSMUD pays up to $4,000 for a heat pump water heater and $3,000 for a heat pump when you leave gas, plus a $2,000 panel bonus, through its contractor network. SGIP's battery equity budget is still open to low-income SMUD customers.
- Another city or public utilityYour city utility may pay its own rebates, which this calculator does not cover yet. SGIP's battery equity budget is still open to low-income public utility customers in the PG&E and SCE areas. GoGreen Home lends for most measures.
In California the name on your bill decides more than the state does: a heat pump water heater replacing gas earns $4,000 from SMUD or WestLight Energy, $2,500 from Silicon Valley Clean Energy, and nothing from PG&E itself. Below the income lines, the free statewide programs apply everywhere. Smaller community energy providers and city utilities are not covered yet. The Equitable Building Decarbonization direct install, HEEHRA (waitlist) and the other statewide programs are in the calculator itself. Amounts in US dollars.

Who delivers your electricity?
- OncorOncor's Home Energy Efficiency Program pays an approved service provider, not you, and publishes no amount per upgrade. Ask the provider for the incentive in writing. 2026 applications close 4 December 2026 or when the money runs out.

- AEP TexasAEP Texas pays contractors, not you: solar earns the installer $1,250 to $2,750, plus $1,000 with a battery. Most other measures may come at low or no cost. A non-profit agency handles its low-income program.
- TNMP (Texas-New Mexico Power)TNMP pays contractors up to $1,700 for a heat pump replacing electric heat ($2,200 in hard-to-reach homes), and they need not pass it on. Work must be finished by 30 November 2026. Free weatherization below 200% of the poverty guidelines.

Texas has not launched the federal HOMES and HEAR rebates, so the utility named on your bill decides almost everything. In the competitive market, Oncor, CenterPoint, AEP Texas and TNMP pay contractors rather than homeowners, so none of their money is counted as safe to plan against here. Austin Energy, CPS Energy, El Paso Electric and the co-ops pay you. The ENERGY STAR sales tax holiday, the solar property tax exemption and Atmos Energy’s gas rebates are in the calculator itself. Amounts in US dollars.

Why there is no single total
The stacking question is mostly open
Every other rebate calculator adds its numbers up. This one shows you the largest single amount you match, and separately the sum — labelled as conditional, because in most places whether those amounts can be claimed together is stated on no page we have found. British Columbia answers part of it: the Energy Savings Program’s requirements allow one rebate per home for the main heating system and one for a heat pump water heater across the Home Renovation Rebate, the Energy Savings Program, the Energy Conservation Assistance Program and FortisBC’s income-qualified programme, so they combine only for different upgrades. Ontario’s two Home Renovation Savings streams do combine, and the programme says so.
Where no administrator has said, a single confident total here would be a number we made up. How this reference handles what is not published.
What it cannot see
Most of the municipal layer. The calculator does not ask where you live, so city programmes are listed with the city in their requirements, and most cities are not covered at all. British Columbia’s municipal heat pump top-ups ended in 2025 and the page that listed them returns a 404; the B.C. page shows what each municipality pays now. Check your city directly, and treat anything you find there as on top of what this page shows.
