Texas Weatherization Assistance Program open

Administered by the Texas Department of Housing and Community Affairs (TDHCA), through local agencies covering all 254 counties.

Free weatherization for Texas households under the federal income lines: an energy audit, then caulking, weatherstripping, insulation, duct work and the repair or replacement of inefficient heating and cooling, done by a local agency. 200% of the federal poverty guidelines for the Department of Energy's money, $66,000 for a family of four.

What it pays

Free to the household

What it installs

  • An energy audit of the home
  • Caulking and weatherstripping
  • Ceiling, wall and floor insulation
  • Patching holes in the building envelope
  • Duct work
  • Tune-up, repair or replacement of inefficient heating and cooling systems

Every measure must meet the program's energy-savings goals, so the audit decides what a home gets.

Who is eligible

Two income lines, because the program runs on two federal funds. The Department of Energy's money serves households at or under 200% of the federal poverty guidelines; LIHEAP's weatherization money, 150%.
