New Jersey: the utilities pay, the federal rebates have not started.
New Jersey has not launched its federal home energy rebates, a year after it expected to. The money that is real runs through the utilities’ Triennium 2 programs until 30 June 2027: free weatherization up to 400% of the poverty line, Whole Home Energy Solutions up to $7,500, and heat pump rebates that differ by utility, from $600 to $2,000, with PSE&G paying up to $12,000 to switch a home off gas or oil. Here is all of it, read off each administrator’s own pages.
Updated . The state programs, PSE&G, JCP&L, Atlantic City Electric, the three gas utilities and the solar incentive, with Rockland Electric in a table; see “Not covered yet” for the rest.
The short version
The federal rebates are not open
HOMES and HEAR are “Under Development”; NJBPU expected them in the fall of 2025. When they come, they are planned for apartment buildings and for panels and wiring in Comfort Partners homes.

Questions people in New Jersey actually ask
How much is the New Jersey heat pump rebate in 2026?
It depends on the utility. For a cold-climate air-source heat pump PSE&G takes $600 off the invoice ($900 for low and moderate incomes), JCP&L pays $1,000 and Atlantic City Electric $2,000 until 30 June 2027. PSE&G pays up to $10,000, or $12,000 for lower incomes, to replace a gas or oil heating system entirely with cold-climate heat pumps. The federal HEAR rebate has not launched in New Jersey.
Has New Jersey launched the federal home energy rebates?
No. New Jersey’s IRA Home Energy Rebates page says the programs are under development and not open for applications, with no date; NJBPU had expected them in the fall of 2025. HOMES money is planned for low-income apartment buildings (M-RISE) and HEAR for panel and wiring upgrades inside Comfort Partners.
What is the income limit for Comfort Partners?
250% of the federal poverty guidelines: $82,500 a year for a family of four in 2026, $39,900 for one person, plus $14,200 for each person over eight. Households on TANF, Section 8, SNAP, SSI or General Assistance qualify above the line.
Is there free weatherization for moderate incomes in New Jersey?
Yes. The utilities’ Moderate-income Home Weatherization serves households between 250% and 400% of the poverty line ($82,501 to $132,000 for four) or in a moderate-income census tract, with up to $14,000 of upgrades and $2,500 of health and safety work at JCP&L, Atlantic City Electric, South Jersey Gas and NJ Natural Gas, free.
What does Whole Home Energy Solutions pay?
Up to $7,500, by modeled energy savings: $2,000 at 5% savings plus $200 for each point above, never more than half the project’s cost, through a BPI-certified contractor. The utilities also lend up to $25,000 at 0% on the bill.
