Virginia: no federal rebates yet, and the gas companies pay most.
Virginia has not launched its federal home energy rebates and will not pay through them to replace gas equipment when it does. Its weatherization program reaches further than most, to 60% of state median income. Dominion Energy, which serves most of the state, publishes few rebate amounts; the gas utilities publish theirs, and Washington Gas pays up to $2,000 for a heat pump kept alongside a gas furnace. Here is all of it, read off each administrator’s own pages.

Questions people in Virginia actually ask
Is there a heat pump rebate in Virginia in 2026?
Not from the federal program yet: Virginia has not launched HOMES or HEAR and cannot estimate a date, and when HEAR opens it will pay only to replace electric equipment with more efficient electric equipment. Washington Gas pays $1,400 or $2,000 for a dual-fuel heat pump that replaces central air while a gas furnace stays; Appalachian Power pays $300 or $400 for a ductless mini-split; Dominion pays for heat pump upgrades after an assessment but publishes no amounts.
When will Virginia's Home Energy Rebates be available?
Virginia Energy says it cannot provide an estimated date. It submitted its application documents in June 2025 and is updating them for the U.S. Department of Energy’s 29 May 2026 program notices, then will wait for federal approval.
What is the income limit for weatherization in Virginia?
The higher of 60% of state median income or 200% of the poverty line. From 1 July 2026 that is $86,109 a year for a family of four and $44,776 for one person. Dominion Energy’s free Income and Age Qualifying program uses the same 60% table, and 120% of state median income ($172,218 for four) for customers 60 and older.
What does Washington Gas pay for a new furnace in Virginia?
$500 for a 95.1% to 96.9% AFUE furnace and $700 for 97% or more, $750 for a 95% boiler and $800 for a combination heating and water heating unit, through its contractor network, plus $100 for a tune-up once in the 2025 to 2028 cycle.
Does Dominion Energy Virginia give rebates?
Yes, but few with published amounts: $250 or $400 for a heat pump water heater and $300 toward a pool pump. Its Home Energy Evaluation pays for heat pump upgrades, insulation and sealing after an assessment, without fuel switching, but the amounts are not on its program site. Customers under 60% of state median income get upgrades free.
