The thing most pages get wrong

The weatherization line usually quoted is 200% of the poverty guidelines, $66,000 for four. Virginia uses the higher of that or 60% of state median income, which is $86,109 for four in DHCD's July 2026 table, so households well above the poverty-based line can qualify.

Dominion customers: a second route

Dominion Energy Virginia funds the same local weatherization providers to install free upgrades for its customers on the same 60% line, and to 120% of state median income ($172,218 for four) for customers 60 and older.

Weatherization and the federal rebates

Virginia Energy says a household can use both weatherization and the federal rebates when they launch, as long as the two do not pay for the same item.
