Fix First Home › Manitoba
Manitoba runs every home rebate through one door.
Efficiency Manitoba handles every home-upgrade rebate in the province, for every heating fuel, and Manitoba Hydro lends the money. An income-qualified household with electric heat can have a heat pump installed free. What Manitoba no longer has is federal oil-to-heat-pump money, whatever Efficiency Manitoba’s own page still says. Here is all of it, read off the administrators’ own pages.
Updated .
The short version
One agency, every fuel
British Columbia routes you by electricity utility and Ontario by the upgrade you are doing. Manitoba does neither. Manitoba Hydro supplies the province’s electricity and most of its natural gas, and Efficiency Manitoba runs the rebates for both, so there is one front door. What changes the answer is household income, and whether the house is heated by electricity.
The $20,000 oil offer on Efficiency Manitoba’s page is closed
Efficiency Manitoba’s Affordable Home Energy Program page still tells homeowners with oil heating that they can receive an upfront payment of up to $20,000 through the federal Oil to Heat Pump Affordability Program. Manitoba is not one of the seven jurisdictions that co-deliver that programme, so Manitobans were on the federal-only stream, and Natural Resources Canada closed it on 31 July 2026. An oil-heated home can still use the air source rebate or the Ground Source Heat Pump Program, both of which take oil conversions.

The same heat pump costs anything from nothing to $13,500
Manitoba pays for heat pumps through four routes, and which one you are on decides almost everything. The free routes are only for homes heated by electricity: an electric furnace, electric baseboards or an electric boiler. A gas-heated household under the income line is offered a subsidised high-efficiency furnace instead.
| Household | Heat pump | What you get | Programme |
|---|---|---|---|
| Income under the Energy Efficiency Assistance line, heated by electricity | Air source or ground source heat pump | Free | Energy Efficiency Assistance Program |
| Red River Métis Citizen under the Métis line, heated by electricity | Air source or ground source heat pump | Free | Métis Energy Efficiency Offers |
| Any income, any eligible heating fuel | Ground source heat pump | $13,500 over 15 years, no interest | Ground Source Heat Pump Program |

Ground source is the province’s bet
Efficiency Manitoba puts its own share of a ground source installation at about $21,200, against a $2,000 cheque for the best air source system. The Affordable Home Energy Program behind it aims to put heat pumps in 5,000 Manitoba homes, and its ground source offer is the one Efficiency Manitoba promotes first.
Manitoba Hydro’s Home Energy Efficiency Loan can sit on top of the air source rebate: up to $10,000 over 15 years at 6.20% for the first five years. Apply for it before any work or purchase.
What closed, and what you will still be told to apply for

- Canada Greener Homes Grant — closed 31 December 2025. Widely still advertised as open by contractor sites. It is not.
- Canada Greener Homes Loan — closed. Still advertised widely as an open $40,000 interest-free loan.

Questions Manitobans actually ask
Are there home renovation rebates in Manitoba in 2026?
Yes. Efficiency Manitoba runs them all: an air source heat pump rebate of $2,000 ducted or $1,500 ductless, a ground source heat pump programme with no upfront cost, an insulation rebate paid per square foot, $100 per triple-pane window or door, $400 for an EnerGuide evaluation, a solar rebate of up to $5,000 and a deep-retrofit rebate. Income-qualified households get most upgrades installed free. Manitoba Hydro lends for the rest.
Can I get a free heat pump in Manitoba?
Yes, if your household income is under the Energy Efficiency Assistance Program line ($46,264 for one person, $85,968 for four) and the home is heated by an electric furnace, baseboards or an electric boiler. Red River Métis Citizens have a higher line, $97,504 for up to five people. Otherwise the air source rebate is $2,000 ducted or $1,500 ductless, and a ground source heat pump costs $75 a month for 15 years.
Can Manitobans still get the Oil to Heat Pump Affordability grant?
No. Manitoba does not co-deliver the programme, so Manitobans were on the federal-only stream, which Natural Resources Canada closed on 31 July 2026. Efficiency Manitoba's Affordable Home Energy Program page still offers oil-heated homeowners up to $20,000 through it. An oil-heated home can still use the air source rebate or the Ground Source Heat Pump Program, both of which accept oil conversions.
What is the income limit for Manitoba's Energy Efficiency Assistance Program?
Total household income before deductions of $46,264 for one person, $57,595 for two, $70,806 for three, $85,968 for four, $97,504 for five, $109,967 for six and $122,432 for seven or more. First Nation band members with status qualify without an income test.
What interest rate does Manitoba Hydro charge on its Home Energy Efficiency Loan?
6.20%, fixed for the first five years and at market rates after that. It lends up to $12,500 per home, or $20,000 including a ground source heat pump or solar, repaid on your energy bill.
