What it pays

No published cap — and that is the honest answer

Free, and no per-home figure is published: an energy expert assesses the home, writes a custom report and installs the upgrades you agree to.

Upgrades may include

  • Attic and floor insulation
  • Duct sealing

The thing most pages get wrong

This is not only a low-income program. Dominion's Virginia program reaches customers 60 and older up to 120% of state median income, $172,218 a year for a family of four, and everyone else up to 60% of state median or 80% of local median income, whichever is greater.

Same providers as weatherization

Dominion's program runs through the same local weatherization providers as the state's Weatherization Assistance Program, and its 60% table is the same as DHCD's July 2026 table.

Not an application

Dominion's eligibility form is only an inquiry: the weatherization provider still reviews income and the home before any work.
