New Jersey Home Energy Rebates (HOMES and HEAR) not launched
Administered by the New Jersey Board of Public Utilities (NJBPU).
New Jersey holds $183 million in federal home energy rebate money and has opened neither program: its page says they are under development and not yet taking applications. NJBPU expected them in the fall of 2025. When they come, HOMES money is planned for low-income apartment buildings and HEAR for panels and wiring in Comfort Partners homes.

Who is eligible
- who, eventually
- New Jersey says eligibility may depend on household income, building type and project, and may include homeowners, renters, landlords and multifamily owners. Final rules come at launch.
- retroactive
- Residents 'should not assume that projects already underway or already completed will qualify'.
- for a single-family home
- No single-family HOMES pathway is described; the single-family route is planned through Comfort Partners.
Where the application goes

The thing most pages get wrong
Rebate sites describe New Jersey's federal rebates as launching in the summer or fall of 2026, or as income-qualified point-of-sale rebates of up to $14,000 for heat pumps and appliances. New Jersey's own page says the programs are under development, gives no date, and plans HEAR as panel and wiring upgrades inside Comfort Partners, not as rebates anyone can claim at a store.
A year late
NJBPU's January 2025 announcement said 'The rebates are anticipated to be available in the fall of 2025.' In October 2026 the program page still reads 'Under Development', while the state finalizes its implementation blueprints with the U.S. Department of Energy.
What is open now
New Jersey's utilities run Whole Home Energy Solutions (up to $7,500), free Moderate-income Home Weatherization from 250% to 400% of the poverty line, and Comfort Partners, free below 250%. PSE&G also pays up to $10,000 to replace a gas or oil heating system with cold-climate heat pumps.
