Oregon solar incentives: Energy Trust and the state Solar + Storage Rebate open
Administered by Energy Trust of Oregon (cash incentives) and the Oregon Department of Energy (Solar + Storage Rebate), through approved contractors.
Energy Trust of Oregon pays $3,500 toward home solar for Portland General Electric customers and $2,500 for Pacific Power customers, and up to $5,000 or $3,000 for a battery, as a discount on the installer's invoice. The state's Solar + Storage Rebate reopened on 15 June 2026 with $1.1 million, filled, and is not taking reservations.

The thing most pages get wrong
An installer's 2026 guide says Oregon homeowners 'have access to up to $12,000 in state incentives for a solar and battery system'. ODOE's rebate caps are $5,000 for solar and $2,500 for storage, and after reopening on 15 June 2026 'ODOE received enough reservation applications to fully reserve the $1.1 million made available.' The program is not accepting reservations.
Consumer-owned utility customers
Energy Trust's solar incentives are for PGE and Pacific Power customers. Customers of PUDs, co-ops and city utilities depend on their utility's own offer and, when it reopens, the state rebate's $0.50 per watt tier for homeowners with no utility incentive.
A stale line on ODOE's page
ODOE's homeowner page still says contractors can help identify 'a federal tax credit'. The federal credit for home solar ended for systems placed in service after 2025.
