Who is eligible

first
A free Home Energy Check, online or in person, that recommends the upgrade.
contractor
Any licensed, insured contractor for heat pumps, windows and water heaters; a Duke pre-qualified contractor for insulation and duct repair.
permits
Heat pumps, windows and heat pump water heaters must be permitted.
heat
Windows and duct repair need electric heating and cooling; insulation needs whole-house cooling or electric heat.
once
One attic insulation rebate per home, unless an uninsured act of God removed it.

What disqualifies you

The rules people find out about after the work is done.

  • Standard electric, gas or tankless water heaters.
  • Replacing only the outdoor unit or only the air handler.

The thing most pages get wrong

Duke's own pages give three different windows for the Home Energy Check: before the work or within the past 24 months (the prerequisites page), before installation or within six months after (the heat pump page's questions), and within 12 months after an emergency replacement (the same page, higher up). Book the check before any work starts.

Income-qualified customers

Duke funds the state's weatherization agencies to serve its customers under 200% of the 2026 federal poverty guidelines: air sealing, insulation, lighting, and heating and cooling tune-ups and repairs, free, through the local agency.
