What it pays
No published cap — and that is the honest answer
Free, and no value is published: the utilities pay the agencies and contractors that do the work.
What you receive
- An in-home energy assessment
- Free products: LED bulbs, a programmable or smart thermostat, showerheads, aerators, pipe insulation, door sweeps
- Insulation and air sealing of the attic, foundation, walls and ducts
- Heating or cooling equipment repair or replacement, and health and safety work, where needed
Who is eligible
- income
- At or below 80% of area median income: $95,900 for four in the tables ComEd and Nicor publish. SSI, LIHEAP, TANF or Section 8 also qualifies a household (Nicor).
- where
- ComEd's service territory. ComEd customers without natural gas service can still take part.
- homes
- Single-family homes, two-flats, condos, townhomes, mobile and manufactured homes. Tenants of buildings with three or more units go to the multifamily offers.
- once
- Not for households that already took part in Energy Savers or Home Energy Savings (Chicago Bungalow Association).
Where the application goes
One application for both utilities; the assessment decides the work, and some homes are referred to the state weatherization program.

The thing most pages get wrong
The income chart Nicor Gas publishes for this program is an image file named for 2025, and ComEd shows the same figures: $95,900 for a family of four. HUD's 80% line for the Chicago area has been $97,200 since 1 May 2026. Households just over the published line should ask before assuming they are out.
Above the income line
There is no free assessment above 80% of area median income. Nicor Gas offers a $25 phone-camera assessment (HomeBoost), and Nicor and Peoples Gas pay weatherization rebates to gas-heated homes at any income through approved contractors.
What past participants report
The Chicago Bungalow Association, which delivers the program in the city, says past recipients report average savings of 50% on gas bills and 30% on electricity bills. ComEd's own figure is over $165 a year.
