Louisiana Home Energy Rebates (HER and HEAR) not launched

Administered by the Louisiana Department of Conservation and Energy (formerly the Department of Energy and Natural Resources), with the Office of Community Development Disaster Recovery Unit.

Louisiana's federal home energy rebates, Home Efficiency Rebates (HER, the state's name for HOMES) and HEAR, have not launched. The state's last word, on its archived energy office site, is that implementation 'is in progress'; its FAQ still expects some rebates in late 2025 and all by early 2026. The state says they offer 'over $200 million in rebates'.

The thing most pages get wrong

Louisiana's own FAQ says it 'anticipates some rebates will be available in late 2025 with all rebate programs available by early 2026.' On 13 October 2026 neither program has launched, and the page carrying that FAQ is an archive: the Department of Energy and Natural Resources became the Department of Conservation and Energy on 1 October 2025.

Gas upgrades are in HER

Louisiana's HER list includes 'gas/furnace boilers and gas water heater upgrades', as long as the whole project meets the energy savings target. The HEAR list on the same page is all-electric.

Run with disaster recovery staff

The state is administering both programs with the Office of Community Development's Disaster Recovery Unit, the office that ran Louisiana's hurricane rebuilding grants.
