Pepco and Delmarva Power (Maryland) Home Performance and electrification rebates open

Administered by Pepco and Delmarva Power, under EmPOWER Maryland, through participating contractors.

Pepco and Delmarva Power customers in Maryland can get up to $10,000 in Home Performance rebates, or up to $15,000 when the project switches gas, oil or propane heating or water heating to electric, but the contractor must reserve the rebates by 31 December 2026. A heat pump water heater gets $1,600, and moderate-income homes pay an estimated $250 to $750.

The thing most pages get wrong

The $15,000 is not for any heat pump. Pepco's and Delmarva's pages say the upgrades 'must include changing your fossil fueled (natural gas, oil, or propane) water heating and/or HVAC system to electric'; without that switch the most is $10,000.

Reserve before the cycle ends

The current EmPOWER program cycle runs through 2026: contractors must reserve rebates by 31 December 2026, and approved work must be done within 90 days.

Four tiers, not three

Both utilities' moderate-income pages say the offering 'includes three tiers' and then list four; the fourth, worth $15,000, adds a heat pump water heater or air-source heat pump.

Loans

Both list a Clean Energy Advantage loan at 0% for the first 24 months and the state's BeSMART loan, up to $30,000 at 6.99% for ten years.
