Fix First Home › Total Home Energy Savings Program
Total Home Energy Savings Program open
Administered by NB Power, under the SaveEnergyNB brand.
New Brunswick's main retrofit programme, open to any homeowner no matter how the house is heated. You pay $99 for an energy evaluation, do the work, and are paid on what the second evaluation measures. It is the province's route for everything: insulation, heat pumps, windows, water heating and air sealing.

Who is eligible
- homeowners only
- Yes
- owner requirement
- You must be the legal property owner.
- eligible housing
- A residential property no more than three storeys and smaller than 600 m² (6,458 ft²). Single-family detached, side-by-side and row homes all qualify.
- manufactured homes
- Manufactured, mobile and mini homes qualify on a permanent foundation — a basement, slab-on-grade with anchors, concrete blocks on an engineered pad, or piers and beams.
- condition
- The home must be habitable and structurally sound, with all interior and exterior finishes in place and a working automated heating system, kitchen and bathroom.
- fuel
- Any. The programme does not care how you heat.
- deadline
- Nine months from the date of the initial evaluation to complete the work.
- repeat participation
- You may re-enrol for further work; the fees and incentives in force at that time apply.
What disqualifies you
The rules people find out about after the work is done.
- Cottages and camps not lived in year round.
- Multi-unit condominiums or apartment buildings of three or more units.
- Commercial buildings.
- A home that cannot receive an energy evaluation — fire damage, uninhabitable, or major renovation in progress.
- Any measure already paid for by another NB Power programme. One measure, one programme.
- Work done or products bought before the initial evaluation.
What it costs you
Fees the programme charges the applicant, not amounts it pays.
| Fee | What it means | Amount |
|---|---|---|
| Energy evaluation | Plus HST, paid to the Certified Energy Advisor at the initial evaluation. It covers both the initial and the final evaluation. | $99 |
One fee, paid to the energy advisor rather than to NB Power, and it is not reimbursed.
What insulation pays, per square foot
Not a flat sum. The rate rises with the R-value you add, and you are paid it on every square foot you cover.
| Area and R-value added | Per square foot |
|---|---|
| Attic, R-15 added (minimum) | $0.40 |
| Attic, R-60 added (maximum post-upgrade R-60) | $0.85 |
| Exterior walls, R-7.5 added (minimum) | $1.125 |
| Exterior walls, R-30 added | $2.25 |
| Basement or crawlspace walls, R-10 added (minimum) | $1.00 |
| Basement or crawlspace walls, R-30 added | $2.00 |
| Basement header, R-20 added (minimum) | $1.00 |
| Basement header, R-40 added | $3.00 |
| Exposed floor, R-10 added (minimum) | $1.00 |
| Exposed floor, R-30 added | $3.00 |
| Basement slab, R-3.5 added (minimum) | $0.55 |
| Basement slab, R-20 added | $2.20 |
Dollars per square foot of the area insulated, by the R-value added. Each component has a minimum to add before anything is paid, and a maximum post-upgrade value beyond which nothing more is paid. Intermediate R-values are paid on the same scale.
Where the application goes

The thing most pages get wrong
The incentive is paid on what the second evaluation measures, not on what you spent, and it can never exceed the cost of the work. Insulation is paid per square foot on a sliding scale from $0.40 to $3.00, so two houses buying the same amount of insulation are paid different amounts depending on how much R-value they added and over how much area.
And the second thing
Solar is on the list but shut to newcomers. Only homeowners who enrolled by 27 May 2026 can claim the $200 per kW, and they must finish the work and the final evaluation by 31 January 2027. A reader arriving at the rebate table today cannot get solar money from this programme.
Status note
Incentives from NB Power are inclusive of 15% HST.
This programme by upgrade
Every programme that pays toward the same upgrade, side by side.
