Administered by PSEG Long Island, for the Long Island Power Authority (LIPA).
PSEG Long Island runs its own rebates, outside NYS Clean Heat: $4,000 for a whole-home air-source heat pump, $5,000 in a disadvantaged community or at moderate income, $7,500 at low income; $12,000 to $24,000 for geothermal; up to $1,200 for a heat pump water heater; and up to $2,500 for insulation after a free home assessment.

Moderate income is under 80% of area median income ($131,900 for four), low under 60% ($98,925). Water heater rebates cannot exceed 70% of the price, and PSEG says cost caps may apply to the others. A desuperheater adds $250 to geothermal.
Who is eligible

- A PSEG Long Island participating contractor for heat pumps, geothermal and Home Performance work.
- system
- Air-source systems must meet 100% to 120% of the whole home's heating load (Manual J), with integrated controls or the old fossil system removed.
- income
- Income is verified through Energy Finance Solutions; PSEG's tool sets out which tier you fall in.
- products
- Bought and installed in 2026, applied for by 31 December 2026; thermostats within 45 days, two a year.

The thing most pages get wrong
Long Island is not part of NYS Clean Heat, so Clean Heat's rates of up to $14,000 and the new Weatherized Tier do not apply there. PSEG Long Island's own air-source rebate is $4,000 at market rate. NYSERDA's Comfort Home excludes Long Island too.
Low-income customers: PSEG first, then EmPower+
Income-qualified Long Island customers must use PSEG's enhanced rebates first; what PSEG pays is deducted from EmPower+'s $14,000 downstate cap.
