The thing most pages get wrong

Energy Trust's insulation rates depend on who lives in the home. A landlord insulating a rental's walls gets $2.25 a square foot; the owner of the house next door gets $1.50. Non-trade-ally contractors 'or their customers cannot claim increased incentives for upgrades installed at rental properties or for Savings Within Reach projects'.

Windows are out in Oregon

Energy Trust discontinued its Oregon window incentives on 1 January 2026 (they paid $1.50 or $1.00 a square foot in 2025). Its Washington gas customers still get $10 a square foot.

Gas utility customers count

Insulation incentives are open to homes heated by NW Natural, Cascade Natural Gas or Avista as well as PGE and Pacific Power, so a gas-heated home in Portland, Salem or Bend can claim them.
