Massachusetts Weatherization Assistance Program and HEARTWAP open
Administered by the Executive Office of Housing and Livable Communities (EOHLC), through local fuel assistance and weatherization agencies.
Free insulation, air sealing and heating safety work for Massachusetts homeowners and renters with household income up to 60% of state median income: $103,049 a year for a family of four in FY 2027. The fuel assistance application covers it, and the same application reaches HEARTWAP, which provides emergency heating system repair and replacement.

What it pays
One application, three programs
- Weatherization Assistance Program: full-scale efficiency work at no cost
- HEARTWAP: emergency heating system repair and replacement for low-income households
- Fuel assistance (HEAP): help with heating bills from 1 November to 30 April
No published cap — and that is the honest answer
EOHLC publishes no per-home maximum. Its page: 'An average of $4,725 in allowable energy efficiency measures is available for eligible households.' The local agency's audit decides the work.
Measures the program installs
- Air sealing
- Attic, sidewall and floor insulation
- Pipe and duct insulation
- Limited energy-related repairs
- A heating system check and safety testing of every combustion appliance

Where the application goes
Apply for fuel assistance online, in person or by mail; applications open 1 October and close 30 April, and the same application covers weatherization and HEARTWAP. Households apply again each year.
The thing most pages get wrong
Weatherization is usually described as a 200%-of-poverty program, $66,000 for a family of four in 2026. Massachusetts uses 60% of state median income instead: $103,049 for four in FY 2027, the same line as the free tier of Mass Save's income-based offers.
Pages not yet rolled over
EOHLC's weatherization page still says 'Apply online starting October 1, 2025', and its fuel assistance page describes the November 2025 to April 2026 season, though it already shows the FY 2027 income table.
Mass Save adds to it
At these incomes a household also qualifies for Mass Save's Income Eligible program, booked through Mass Save or the local Community Action agency, which can add a heat pump, appliances and window replacements at no cost.
