Colorado Weatherization Assistance Program open

Administered by the Colorado Energy Office, through local weatherization service providers.

Free insulation, air sealing, furnace repair or replacement and, on a limited basis, air-source heat pumps for Colorado homeowners and renters under a county income line, the highest of 60% of state median income, 80% of area median income or 200% of poverty. For a family of four that ranges from $87,096 in counties such as Pueblo and Mesa to $120,000 in Boulder County.

What it pays

No published cap — and that is the honest answer

Colorado publishes no per-home maximum. The provider's free energy audit decides the work, and participants are not guaranteed every service on the list.

What the audit can lead to

  • Air sealing and insulation in attics, floors and walls
  • Furnace repair or replacement
  • LED light bulbs and efficient appliances
  • Air-source heat pumps, offered on a limited basis to qualifying homes
  • Energy conservation education

The thing most pages get wrong

Weatherization is usually described as a program for incomes up to 200% of poverty, $66,000 for a family of four. Colorado's chart takes the highest of three lines for each county, so four people qualify up to $115,200 in Denver and up to $87,096 even in the counties with the lowest lines.

Where HEAR started

The Energy Office says the first phase of its federal HEAR rebates launched through weatherization on 30 October 2024, which is how some weatherized homes have received heat pumps.

Check the chart's sources

The chart is undated. The program FAQ's link for the 80% of area median income figures goes to a 2025 income limits file; ask your provider which year's limits it is using.
