Dominion Energy North Carolina energy savings programs open
Administered by Dominion Energy North Carolina (Virginia Electric and Power Company), in northeastern North Carolina.
Dominion Energy North Carolina's clear offer is its Income and Age Qualifying program: free insulation, air and duct sealing, heating and cooling tune-ups and a heat pump water heater, through local weatherization providers, for households at or below 200% of the poverty line, or 250% for customers 60 and older. Its North Carolina page also advertises a heat pump water heater rebate and a home energy audit that its program site says are for Virginia only.

The thing most pages get wrong
Dominion's North Carolina page offers a rebate of up to $400 on heat pump water heaters and an in-home energy assessment. The program site that runs them says the water heater rebate 'is only available for VA customers', and the home energy evaluation the same. A North Carolina application form and terms for the water heater rebate are still posted, so whether it pays here is unclear; ask before you buy.
The 60-and-over route is wider
Customers 60 or older qualify up to 250% of the poverty line, above the 200% line the state weatherization program uses.
