Oregon Community Heat Pump Deployment Program partly open

Administered by the Oregon Department of Energy, through regional administrators (Earth Advantage, NeighborImpact, NeighborWorks Umpqua and others) and two Tribal administrators.

Oregon's Community Heat Pump Deployment Program pays homeowners up to $5,000 toward a heat pump, or up to $7,000 for a higher-efficiency one, and has a separate grant of up to $4,000 for a panel, weatherization or repairs. On 13 October 2026 only the North Coast and North Central regions and the Burns Paiute Tribe were taking applications; the other regions are fully reserved.

The thing most pages get wrong

Pages that list this program as an Oregon-wide heat pump grant miss that it is spent in nine of its 11 regions. ODOE's table on 13 October 2026 marks nine of the 11 regions 'Funding Fully Reserved Not Accepting Applications', including Metro (Portland), Central (Bend) and the Willamette Valley.

The rental program is closed too

The Oregon Rental Home Heat Pump Program says 'ODOE's general program funding has been completely reserved, and the agency is no longer accepting applications.' Money remains for rentals where members of seven Tribes live, the Tribes that chose not to have their own administrator.

Where the money came from

SB 1536, passed in 2022 after the 2021 heat dome, allocated $10 million to this program for owner-occupied homes and $15 million to the rental program, which the Legislature topped up by $4 million in 2024.
