The thing most pages get wrong

Cleco's '$3,500' is not open-ended for every home. Its brochure says 'Customers with air conditioning systems and gas furnaces interested in upgrading to a heat pump must upgrade to a dual fuel heat pump', and the amount 'depends on the system's efficiency ratings and size'; $3,500 is the ceiling.

The contractor gets the money

The incentive 'is included at the time of purchase': your approved contractor takes it off the quote and handles the paperwork, so agree on the price before work starts.

Thermostats

Cleco pays a mail-in rebate on smart thermostats, but not on ones bought through the Cleco Marketplace, which already carry an instant rebate.
