Administered by Hydro-Québec, with the Gouvernement du Québec funding part of the electric thermal storage grant.

Hydro-Québec's rebate programme, and the reason Quebec looks nothing like Alberta. It covers heating, appliances, insulation, pools and solar, most of it paid per 1,000 BTU/h of installed capacity rather than as a flat sum — which is why the same heat pump is worth a different amount in two different houses.

Who is eligible

homeowners only
Yes
utility account
The home must draw its electricity from the Hydro-Québec grid or from an off-grid, municipal or cooperative system.
eligible housing
A house, condo, multiplex or residential building of no more than 19 units — or an apartment within a building of 20 units or more.
purchase origin
Bought from a Québec retailer, or online from a retailer with a Québec address.
installer licensing
The installer must be on the Registraire des entreprises du Québec and hold the right Régie du bâtiment subclasses — 15.1, 15.7 or 15.8 with 15.9 or 15.10 for a heat pump, and subclass 16 for the electrical work.
deadline
Applications must be submitted within 9 months of the installation date.
social insurance number
A social insurance number is collected once a grant is approved, so Hydro-Québec can issue an RL-27 slip. It is required again on every application.

Equipment requirements

Heat pumps installed on or after 26 November 2025 must be ENERGY STAR certified. The outdoor unit needs a nominal cooling capacity of at least 12,000 BTU/h, and the system — indoor and outdoor units both — must be new.

What disqualifies you

The rules people find out about after the work is done.

  • Replacing a heat pump after an equipment failure, whether or not a warranty or insurance covers it.
  • Replacing a single coil, or only the indoor or only the outdoor unit.
  • Installing indoor units outside the home's insulated area — in an attic or roof space, for example.
  • Installing or replacing a central heat pump in a home that already has a geothermal system.
  • Windows and doors, which are not part of the roof insulation and caulking measure.

Where the application goes

Two routes, and which one you are on is decided by the equipment, not by you.

The thing most pages get wrong

Almost nothing here is a flat sum. A heat pump is paid at $50 per 1,000 BTU/h of capacity at −8°C, or $120 if the unit is rated for cold climates — so the headline “up to $6,700” describes a large machine in a large house, and a smaller one is worth proportionally less. Two households installing the same brand can be paid different amounts.

And the second thing

Combining measures in one application earns 5% more on the whole grant, but the multi-unit heat pump bonus cannot be combined with that or with any other Hydro-Québec or government offer. The two bonuses are alternatives.

Status note

The application portal is in French only. Hydro-Québec publishes the programme pages in English but not the form you have to fill in.
