Fix First Home › Home Insulation Rebates

Home Insulation Rebates open

Administered by efficiencyPEI.

The province's main envelope rebate, open to homeowners and landlords at any income - but paid at nearly double the rate to households under $35,000. It covers insulation, ENERGY STAR windows and doors, and measured air sealing. An EnerGuide assessment before and after is required, and the auditor, not you, files the claim.

How it works

  • Book an EnerGuide energy audit with one of five approved providers and pay $99 plus HST.
  • Receive the EnerGuide ERS report package.
  • Do the work, using the report and the minimum programme requirements to guide it. Hire from the Network of Excellence.
  • Book the final inspection with the same auditor, who confirms the upgrades by a follow-up ERS audit.
  • Give your receipts to the auditor, who files them with efficiencyPEI on your behalf.

Who is eligible

Net family income, evidenced by your July Canada Groceries and Essentials Benefit notice. Below the line you are paid the low-income rate; above it, the regular rate. Nobody is excluded by income - the rate changes, not the eligibility.

What it costs you

Fees the programme charges the applicant, not amounts it pays.

Fees charged to the applicant
FeeWhat it meansAmount
Energy assessmentPlus HST. The province subsidises the EnerGuide assessment and the subsidy is deducted upfront, so $99 plus HST is what the auditor charges you. The same figure New Brunswick charges, and half what Nova Scotia does.$99

One fee, paid to the auditor rather than to efficiencyPEI, and it buys both the before and the after assessment.

What insulation pays, per 100 sq ft, per R-value added

PEI prices insulation in two dimensions at once: the area you cover and the R-value you add. Both multiply, so the rate below is not what you get - it is what you get for each point of R-value on each 100 square feet.

Insulation incentive by area and R-value added
Area and R-value addedPer 100 sq ft, per R-value added
Attic (minimum total R-50 flat, R-28 sloped)$3.50
Attic, low income$5.50
Above-grade walls with new interior or exterior finish (minimum R-6 added)$50.00
Above-grade walls with new finish, low income$80.00
Above-grade walls, blown-in (minimum R-10 added)$10.00
Above-grade walls, blown-in, low income$16.00
Exposed floors and headers (minimum total R-20)$21.00
Exposed floors and headers, low income$34.00
Below grade (minimum R-12 walls, R-20 headers)$21.00
Below grade, low income$34.00

efficiencyPEI calls 100 square feet one SQ, and pays per SQ per point of R-value added. Their own worked example: insulating a 30 by 40 foot basement with 8 foot walls from R0 to R12 covers 1,120 square feet, or 11.2 SQ, and pays 11.2 x 12 x $21 = $2,822.40. Each component also has a minimum before anything is paid. Rates set 2 June 2025.

Where the application goes

The auditor is the front door, and there is no way in that skips them.

The thing most pages get wrong

The low-income rate is not a top-up, it is a different price list, and it is close to double throughout - $5.50 against $3.50 in the attic, $80 against $50 on a re-finished wall, $34 against $21 below grade, $245 against $125 per window. One line at $35,000 in net family income decides which list you are on.

And the second thing

You do not file this claim. The auditor sends your receipts to efficiencyPEI, which means the relationship that matters is with the auditor, and the same five firms do the before and the after.
