Rénoclimat open

Administered by Ministère de l'Environnement, de la Lutte contre les changements climatiques, de la Faune et des Parcs.

Quebec's provincial retrofit grant, and the only one that pays a homeowner directly. It is an envelope programme: insulation, air sealing, doors and windows, and two mechanical systems. You book a paid energy evaluation, do the work, and book a second evaluation, and the money follows the measured improvement rather than the invoice.

Yes
owner types
An individual, an estate, a trust, a company, a condominium syndicate, a non-profit or a band council.
eligible housing
Multi-unit buildings of no more than 3 storeys above ground and 600 m² of ground area. A condominium is registered by the syndicate of co-owners for the whole building; you cannot have a single unit evaluated.
minimum home age
Built and inhabited for at least 12 months.
residential use
At least 50% of the total floor area, basement included, used as a dwelling.
services
Permanent foundations, a heating system able to hold 21°C, alternating current throughout, drinking water and sewage or a holding tank, and at least one bedroom, one bathroom and a kitchen with a sink and a working oven.
repeat participation
You may take part more than once on the same home, provided each participation covers different work.
evaluation
A pre-retrofit evaluation before any work starts, then a post-retrofit evaluation. The envelope must be intact at the first visit.
payment timing
Allow 8 to 10 weeks after the post-retrofit evaluation for the cheque.

What disqualifies you

The rules people find out about after the work is done.

  • Heating systems. Rénoclimat no longer pays anything towards installing or replacing one — that moved to Hydro-Québec's LogisVert.
  • Air conditioners, air heat pumps and geothermal systems, for the same reason.
  • Electronic thermostats.
  • Home extensions. Any part of the building added between the two evaluations is excluded from the calculation.
  • Renovating or insulating an adjacent unheated space — a garage, cold room or porch — and replacing garage doors or windows.
  • Replacing roofing or exterior wall cladding, on its own.
  • A home where the blower door test cannot be performed, which also makes the home ineligible outright.

What it costs you

Fees the programme charges the applicant, not amounts it pays.

Fees charged to the applicant
FeeWhat it meansAmount
Pre retrofit evaluationPlus taxes. Reimbursed when the financial assistance is paid, but the taxes are not — Quebec puts the true net cost of the first evaluation at $22.46. So it is a deposit if the work goes ahead and a cost if it does not.$150
Post retrofit evaluationThe first post-retrofit evaluation is free.Free
Subsequent evaluationPlus taxes, for a third evaluation or later, and for other services such as a new energy simulation. Not reimbursed.$150
Failed visit feeA travel fee, charged when the evaluation cannot go ahead as scheduled — the home is found ineligible on the spot, or nobody is there.$75
Late cancellation feeFor cancelling an appointment less than 24 hours ahead.$25

Evaluation fees are due within 30 days of the visit. Miss it and you do not get your evaluation report and your participation is cancelled.

Like the Atlantic provinces' assessment programmes, Rénoclimat charges for the evaluation. Unlike them, it refunds the first fee, less the taxes, when the grant is paid.

If the building has more than one unit

The listed amount is multiplied, so the ceiling above is not the ceiling for a multi-unit building.

Multiplier applied to the listed amount
Units in the buildingMultiplier
2 to 3 units (duplex and triplex)×1.8
4 to 6 units×3.0
7 to 9 units×5.0
10 to 12 units×6.0
13 to 16 units×7.0
17 units or more×8.0

Insulation amounts only. Air sealing, doors and windows, and mechanical systems are paid at the single-family amounts — mechanical systems by the number of systems installed, capped at one per unit. Quebec's own worked example: a flat roof on an 8-unit building insulated from R-10 to R-28 draws $1,500 × 5.0 = $7,500.

Where the application goes

One front door for the whole province, unlike B.C.'s utility split or Ontario's split by upgrade.

Every eligible retrofitBook a pre-retrofit energy evaluation with the service organization for your region through the Rénoclimat online form, which is in French only.

The thing most pages get wrong

Quebec answers the stacking question in writing. Rénoclimat's own eligibility page states that its assistance and Hydro-Québec's LogisVert are complementary and that you may apply to both, provided each application covers a different type of work — insulation and air sealing from Rénoclimat, the heat pump from LogisVert. It even gives the worked example.

And the second thing

The programme pays for the improvement, not the purchase. Assistance is calculated by comparing two EnerGuide ratings, so replacing a few windows and nothing else can move no rating and earn nothing, and the page says so outright.

Status note

Semi-detached and corner row houses are paid 75% of the listed wall, basement and crawl space amounts, and a mid-terrace row house 50%. Nothing is paid for insulating a shared wall. The exception is a semi-detached or row house joined to its neighbours by a shared roof, foundation or living space that lets air move between units — that is assessed as one multi-unit building, on the multiplier table instead.

Since 1 October 2026: Rénoclimat - Adaptation

A new component pays for protecting a home against flooding: $700 to $1,000 for simple pre-set work anywhere, such as a battery-backed sump pump, a backwater valve or removable flood barriers; up to $1,000 for a climate risk diagnosis; and up to 75% of the cost, to $35,000, for bigger work on homes in recognized risk zones such as flood plains. All Rénoclimat help together is capped at $38,500 per home. On 2 October 2026 the programme page still said it "will offer" this from 1 October, with no amounts and no application steps; the amounts are in a press release of 8 June 2026. Ask the programme how to apply before starting flood work.

In the Outaouais, the grant is matched

Customers of Enbridge Gaz Québec heated mainly by natural gas get the same amount again from Enbridge, dollar for dollar, except for air exchangers, the evaluation and flood work. Homes heated by an electric heat pump are excluded.
