Who is eligible
- who
- Avista residential customers in existing single-family homes up to a fourplex, primary residence; not new construction.
- heat
- For insulation, the home must be heated with Avista electricity or gas: furnace, boiler, wall heaters, baseboards or heat pump.
- income
- None for the rebates. Free weatherization through community action agencies for income-qualifying customers, and the Named Communities Investment Fund can make some projects no-cost.

The thing most pages get wrong
Avista's Washington page advertises windows and sliding doors at 'up to $600 per window'. Its rebate form pays $180 or $225 for a contractor-installed window; $600 is the top rate for a sliding glass door.
Gas still paid for here
Avista is ending its Idaho gas rebates at the end of 2026, but its Washington table still pays $650 toward a 90% condensing furnace, where Puget Sound Energy has dropped gas equipment rebates.
