Consumer Rebate Program open

Administered by the Los Angeles Department of Water and Power (LADWP).

LADWP's home rebates, raised for heat pumps bought and installed from 1 November 2025: up to $2,500 for a heat pump water heater and up to $2,500 a ton for a heat pump, plus windows, cool roofs and whole-house fans. The $2,500 a ton is only for the most efficient ductless systems.

  • New construction, additions and ADUs.
  • Packaged terminal heat pumps.
  • Already receiving another LADWP rebate for the same product, including through HOME LA.

The thing most pages get wrong

"Up to $2,500 per ton" is the top ductless tier, over 20.5 SEER2. A central ducted heat pump tops out at $1,250 a ton. And LADWP's own heat pump section still tells readers they "may also receive up to $2,000 in Federal Tax Credit"; that credit ended for anything installed after 2025.

Stacks with the air district

LADWP's page points to the South Coast Air Quality Management District's GO ZERO program, which it says pays up to $3,000 for a qualified heat pump. Its terms are not recorded here yet.
