Louisiana Weatherization Assistance Program and LIHEAP open

Administered by the Louisiana Housing Corporation, through local community action agencies and parish governments.

Louisiana weatherizes homes free for low-income households through local agencies, using an income table the Louisiana Housing Corporation labels 2025: $64,300 a year for a family of four. LIHEAP, applied for through the same local network, helps with cooling and heating bills and can repair or replace heating and cooling equipment, up to 60% of state median income, $58,882 for four.

What it pays

No published cap — and that is the honest answer

LHC publishes no per-home maximum. Availability is not guaranteed, and agencies keep waiting lists with extra points for older people, families with children, people with disabilities and high energy users.

What weatherization can include

  • Insulation
  • Air sealing and weather-stripping
  • Duct sealing
  • Other energy-saving measures chosen after an energy audit

The thing most pages get wrong

LHC's weatherization page still shows its '2025 Annual Income Levels', $64,300 for a family of four, and its newest income notice is for program year 2025. Those are 200% of the 2025 poverty guidelines; on the 2026 guidelines the same line is $66,000. Ask your local agency which table it is using.

LIHEAP can replace equipment

LHC says LIHEAP 'may provide heating/cooling bill payment assistance, crisis bill payment assistance, and/or heating/cooling equipment repair/replacement assistance.'

Utility programs on top

Cleco and SWEPCO offer their own free weatherization to customers under federal poverty-based limits, and Entergy Louisiana's income-qualified program accepts LIHEAP-eligible households or a head of household aged 65 or older.
