The thing most pages get wrong
Savings Within Reach is not Energy Trust's offer for low incomes. It is 'intended for moderate-income customers' from 80% to 150% of county median income; households at or below 80% are pointed to Community Partners and to free weatherization through Oregon's community action agencies.
You cannot apply directly
Community Partner incentives are 'paid to the contractor or community partner who provides an instant upfront cost reduction', and 'You cannot apply for community partner incentives directly with Energy Trust.' Savings Within Reach is also paid to the contractor as a line-item discount.
One incentive per upgrade
Each improvement gets either the Savings Within Reach incentive or the standard one, not both; other upgrades in the same home can still get standard incentives.
