Holland Board of Public Works heat pump rebates open

Administered by the Holland Board of Public Works (HBPW).

Holland's city utility pays $1,000 a ton for a heat pump that heats an all-electric home and $500 a ton where a gas furnace stays as backup, up to $4,000. City of Holland residents who complete Home Energy 101 can double it through the Holland Energy Fund, and households under 80% of area median income can get up to $5,000 of upgrades.

The rules people find out about after the work is done.

  • Garages, hobby spaces and outbuildings.
  • A heat pump that is not the main heating and cooling system.

The thing most pages get wrong

Holland BPW's own pages disagree about what earns $1,000 a ton. Its heating-and-cooling page pays $1,000 for an all-electric home and $500 for dual fuel, HSPF2 8.1 either way; its separate heat pump article pays $1,000 for a cold-climate unit and $500 for others, and says buying a new furnace with the heat pump rules out the cold-climate rebate. Ask for pre-approval in writing.

Double it in the city

HBPW serves beyond the city limits, but only City of Holland residents can use the Holland Energy Fund, and only after Home Energy 101, which also gives up to $300 of free supplies.

MiHER on top

HBPW's income-qualified page points customers to Michigan's federal rebates, up to $14,000 through HEAR and $20,000 through HOMES. Holland is in EGLE's Grand Rapids district, where new income-qualified applications were paused in September 2026.
