Florida Weatherization Assistance Program open

Administered by FloridaCommerce (the Florida Department of Commerce), through local community action agencies, local governments and nonprofits.

Free weatherization for Florida households at or under 200% of the federal poverty guidelines: an energy audit, then air sealing, insulation, duct repair and, where the audit justifies it, heating, cooling and water heater repair or replacement, done by a local agency. At the 2026 guidelines that is $66,000 a year for a family of four.

What it pays

Free to the household

What it can install, if the audit calls for it

  • Air sealing: weatherstripping, caulking, thresholds, minor repairs, window and door replacement
  • Attic insulation, and floor insulation in northern Florida counties
  • Duct sealing and repair
  • Heating and cooling repair, improvement or replacement
  • Attic ventilation, reflective roof coating on manufactured homes, solar screens
  • Water heater repair or replacement, and a new refrigerator when cost-effective

Every measure has to be allowable, reasonable, necessary and cost-effective, and how much an agency can do depends on its funding for the year.

Who is eligible

The line is 200% of the federal poverty guidelines. FloridaCommerce's own table is 200% of the 2024 guidelines; the 2026 figures are higher.

The thing most pages get wrong

FloridaCommerce's income table is two years old: $62,400 for a family of four is 200% of the 2024 poverty guidelines. At the 2026 guidelines, which Duke Energy's Florida weatherization page links, the line for four is $66,000. If you are between the two, ask your agency which table it uses.

Your electric utility may add to it

Duke Energy funds the state's weatherization agencies for its customers under 200% of the poverty guidelines; FPL offers free upgrades worth up to $500 under the same 200% rule; Tampa Electric weatherizes homes free in the neighborhoods it picks. The Florida page sets them out by utility.
