The thing most pages get wrong

There is no APS rebate on a new air conditioner or heat pump to count on in 2026. APS's savings pages list none, and the Arizona Corporation Commission's December 2025 decision on APS's efficiency budget lists what continues: Cool Rewards, tribal and school programs, a battery program and limited-income weatherization.

How it got here

In December 2025 the Commission cut APS's proposed efficiency budget of $90.9 million by more than half, about $51 million, and in July 2026 it repealed Arizona's energy efficiency standards rules. It said approved programs continue and surcharges may be phased out case by case.

If you are in Phoenix but not APS

Much of the Phoenix area is served by SRP, a public utility, which still pays up to $1,125 toward a new air conditioner or heat pump and up to $600 for attic insulation.
