Ohio Home Weatherization Assistance Program (HWAP) open

Administered by the Ohio Department of Job and Family Services (since 1 July 2026), through local community action agencies.

Free insulation, air sealing, and heating system repair or replacement for Ohio households at or below 200% of the federal poverty level ($66,000 for four), owners and renters with the landlord's approval. An on-site energy audit decides the work. Since 1 July 2026 the Department of Job and Family Services runs it.

What it pays

No published cap — and that is the honest answer

Free, and no per-home figure is published: the work comes from an on-site energy audit and the program's cost-effectiveness rules.

What it can include

  • Health and safety testing and inspections
  • Heating system repair or replacement
  • Air sealing of the major leaks: chimneys, walls and the like
  • Insulation of attics, walls, floors, ducts, water tanks and basements
  • A personal energy plan

The thing most pages get wrong

Ohio's own pages disagree on who runs it and what the income line is. The Department of Development handed it to Job and Family Services on 1 July 2026, but the PUCO's weatherization page still sends people to Development and shows the 2025-26 line: $64,400 for four, itself a misprint of $64,300. The 2026-27 line is $66,000.

Once in 15 years

Ohio's weatherization plan says a home that has been weatherized cannot be weatherized again for 15 years. A house done in 2014 waits until 2029.

The Electric Partnership Program

Households on or eligible for PIPP Plus (175% of the poverty line, $57,750 for four) in AEP Ohio, Duke Energy, AES Ohio or FirstEnergy territory, with 12 months at the address and at least 5,000 kWh a year of baseload use, get a free electric audit and efficiency measures. The 2026-27 application makes accepting them a condition of staying on PIPP Plus. The PUCO's page for it still shows the 2025-26 income table.
