Wisconsin Weatherization Assistance Program (Home Energy Plus) open

Administered by the Wisconsin Department of Administration's Division of Energy, Housing and Community Resources, through county agencies, tribal governments, community organizations and housing authorities.

Wisconsin weatherizes homes free for owners and renters with income up to 60% of state median income, $76,661 a year for a family of four in the program year that began on 1 October 2026, or up to 200% of poverty if that is greater. You apply through Home Energy Plus, the same application as energy assistance.

What it pays

No published cap — and that is the honest answer

Wisconsin publishes no per-home maximum for households. An approved Home Energy Plus application is referred to the local weatherization agency, which audits the home and selects the work.

furnace emergencies
Home Energy Plus HVAC services help eligible households when the main heating system or air source heat pump stops heating or becomes unsafe, year-round, and never result in a lien or charge unless fraud is found.
water heaters
A year-round service repairs or replaces leaking or non-working water heaters for eligible households in participating public benefit utilities' territory.
referral
A weatherization referral lasts 12 months from the approved application; it does not follow you to a new address.

The thing most pages get wrong

Weatherization is not only for households that get energy assistance. The state plan: 'If a household is over 60% State Median Income (SMI) and is ineligible for Energy Assistance but below 200% Federal Poverty Level (FPL), then they are eligible for Weatherization Services and referred to a subgrantee.'

Your electric utility can matter

Part of the money comes from the state's public benefits fund, which 'may only be used on buildings served by a participating electric utility'. Customers of municipal utilities and co-ops that run their own Commitment to Community programs are not eligible for the public-benefit share.

A new table on 1 October
