Indiana Weatherization Assistance Program open

Administered by the Indiana Housing and Community Development Authority (IHCDA), through Local Service Providers.

Free insulation, air sealing, duct work and heating system repair or replacement for Indiana homeowners and renters with household income up to 200% of the poverty line, $66,000 for a family of four in 2026, or who qualify for the Energy Assistance Program. Eligible homes go on a wait list before a state-trained auditor visits.

What it pays

What the program can install

  • Wall and attic insulation, and air sealing around doors and windows
  • Duct and heating pipe insulation
  • Repair and possibly replacement of the heating system
  • Efficient lighting
  • Smoke and carbon monoxide detectors

No published cap — and that is the honest answer

IHCDA publishes no per-home maximum; the energy audit decides the work. It says weatherized families' bills fall by an average of about $283 a year.

Weatherization is not a repair program: IHCDA says roofing, siding and window replacement are typically not allowed.

The thing most pages get wrong

Weatherization is usually described as a 200%-of-poverty program. In Indiana a household eligible for the Energy Assistance Program also qualifies, and for one or two people that line is higher: $33,556 against $31,920 for one person, $43,882 against $43,280 for two.

Energy assistance opened on 1 October 2026

The Energy Assistance Program application for program year 2027 opened on 1 October 2026 and closes on 30 April 2027, now through an online portal called LITT.

Utilities add free help

AES Indiana and NIPSCO run their own no-cost weatherization for income-qualified customers: AES up to 200% of poverty, NIPSCO for customers on LIHEAP, TANF or SSI whose 2025 tax return is at or below 200% of poverty.
