What disqualifies you

The rules people find out about after the work is done.

  • Installing before the reservation is approved. That holds for waitlisted projects too.
  • A project that already has a TECH Clean California incentive: since 15 July 2025 one project cannot get both, and an approved TECH reservation cannot be switched.
  • A home whose existing heating is already a heat pump.

Where the application goes

Only through a contractor. There is no form for homeowners.

The thing most pages get wrong

It is still listed as available, including by the California Energy Commission, whose page says multifamily rebates are "still available statewide". TECH Clean California, which runs the program, has paused new multifamily applications, and single-family money has been fully reserved since 24 February 2026, with no new income verifications accepted.

The second phase is not open

The Energy Commission holds $152 million for a HEEHRA Phase II, which is not yet available and has no announced date. California's other federal program, HOMES, has not started paying rebates either; part of it funds the state's free direct-install program in selected communities.

Rebate scams

The Energy Commission warns of people claiming to represent it or the Inflation Reduction Act. A real HEEHRA contractor needs only your income verification code or approval PDF, never financial statements.
