Kentucky Home Energy Rebates (HOMES and HEAR) not launched

Administered by the Kentucky Energy and Environment Cabinet's Office of Energy Policy, through Kentucky qualified contractors.

Kentucky's federal home energy rebates have not launched. After new federal guidelines, the state must submit more documents and win the US Department of Energy's approval; its tracker shows step 2 of 5, plan submission. The program is to pay for appliance and HVAC upgrades, insulation, air sealing and panel or wiring work through qualified Kentucky contractors. No amounts or income tables are published.

The thing most pages get wrong

A rebate calculator pairs 'HEAR rebates (up to $8,000 for income-qualifying households)' with LG&E and KU incentives for a heat pump's payback, and a 2026 HVAC blog still lists a federal heat pump tax credit of 'Up to $2,000'. Kentucky's HEAR is not open, and the federal credit ended with 2025; today the money for a Kentucky heat pump is your utility's rebate.

The state's own advice: wait if you can

The Cabinet says residents 'might consider waiting until the Program is operational before performing non-essential or non-emergency home improvements'. Emergency repairs should not wait; weatherization and utility programs are open.

An older forecast missed

A Kentucky environmental protection blog post from January 2024 expected the rebate funding to reach citizens 'mid to late 2025'. On 13 October 2026 the plan was still awaiting federal approval.
