Basement Flooding Grant Program (London) open

Administered by the City of London, Sewer Engineering.

London pays 90% of the cost of flood protection for homes that have flooded or sit where the City's sewers put them at risk: up to $1,800 for a backwater valve, $4,000 for disconnecting the weeping tiles to a new sump pump, $6,000 for a sewage ejector and up to $7,000 for a storm connection. The City Engineer decides who qualifies.

Who is eligible

who
Owners of a residential home in London who have not started the work.
the test
A history of basement flooding or a home in an area prone to it because of the City sanitary main; flooding from weeping tiles connected by gravity to the storm sewer; or significant sump pump discharge problems such as erosion or ice on City sidewalks.
semi-detached
Both sides must disconnect their weeping tiles for either to get funding.
duplexes
A backwater valve can serve only one dwelling unit.

What disqualifies you

The rules people find out about after the work is done.

  • Starting the work before the City approves it.
  • For sump discharge problems: homes in subdivisions registered after 1996, infill homes, and additions that caused the problem.
  • Discharge problems caused by the owner's own landscaping, grading or pool.

Where the application goes

The thing most pages get wrong

It is not a grant any London homeowner can claim. The City pays 90% of the cost, more than Toronto's 80%, but only for homes that have flooded or are at risk because of the City's own sewers, at the City Engineer's discretion. Newer subdivisions are excluded from the sump discharge work, so check eligibility before booking a contractor.

Semi-detached homes need the neighbour

For a semi-detached house the City funds weeping tile disconnection only if both halves do it. One owner cannot qualify alone.

London's other home money

London also runs BetterHomes London, a $40,000 energy loan at 2.5%, and Ontario Renovates for repairs and accessibility; both are on the Ontario page.
