HEAP Heating Equipment Repair and Replacement open

Administered by the New York State Office of Temporary and Disability Assistance (OTDA), through local HEAP offices.

HEAP pays for low-income homeowners' furnace, boiler or other primary heating equipment to be repaired, up to $4,000, or replaced, up to $8,000, and for a yearly clean and tune up to $500. The local HEAP office approves the work first and pays the contractor. The 2026-27 benefits opened on 1 October 2026.

Two pages, two sets of rules

OTDA's HEAP page describes the repair and replacement benefit for eligible homeowners and does not mention age. The state's ny.gov application page, updated when the 2026-27 benefit opened on 1 October 2026, still says you must be 60 or older, as the 2025-26 benefit required. Ask your local HEAP office which rule it applies before you count on it.
