Home Winterproofing Program open

Administered by Enbridge Gas, with the IESO's Save on Energy.

Enbridge Gas's free upgrades for income-qualified households in gas-heated homes: a home energy assessment, then insulation and draft-proofing at no cost, with a smart thermostat installed alongside. It shares one application with the Energy Affordability Program, and its funding is approved only to 31 December 2026.

What it pays

What you get, at no cost

  • A home energy assessment
  • Insulation and draft-proofing, where the assessment finds they are needed
  • A smart thermostat, installed for households that receive insulation or draft-proofing
  • Access to the Energy Affordability Program's free upgrades through the same application

No published cap — and that is the honest answer

Nothing is paid to you and no value is published: Enbridge arranges and pays for the work. More than 65,000 homes have taken part.

What disqualifies you

The rules people find out about after the work is done.

  • An electrically heated home: apply to the Energy Affordability Program directly.
  • A home the assessment finds well insulated: "it won't be eligible for free upgrades".

The thing most pages get wrong

It is funded to the end of 2026, not beyond. The Ontario Energy Board extended Enbridge's efficiency plan "for one year, until December 31, 2026", keeping the residential and low-income programmes despite "concerns regarding the cost-effectiveness of the Residential Program". Enbridge's plan for 2027 to 2030 is still before the Board.

The income lines change every year

Enbridge says to check back because "the income criteria changes from year to year". The current lines match the Energy Affordability Program's comprehensive-support table.
