Administered by the Energy Friendly Homes Program, funded by the Portland Clean Energy Community Benefits Fund (PCEF).

Energy Friendly Homes pays for no-cost or low-cost insulation, heat pumps and heat pump water heaters for homeowners in the City of Portland with income below 150% of area median income, and up to 30% of a project's funds can go to critical repairs such as roofs, wiring or dry rot. What it pays

No published cap — and that is the honest answer

The program publishes no per-home dollar amount. An energy specialist's walk-through and a contractor's assessment set the upgrade plan, which you and the program's quality assurance provider approve.

What it can pay for

  • Attic, wall and floor insulation
  • Ducted or ductless heat pumps
  • Heat pump water heaters
  • Critical repairs, up to 30% of project funds: asbestos or radon mitigation, roof repair, electrical repair, water leak or dry rot repair, pest control

The thing most pages get wrong

Portland's better-known PCEF heat pump giveaway, Cooling Portland, is closed: 'The Cooling Portland program is no longer accepting applications for cooling units.' Energy Friendly Homes is a different PCEF program, for homeowners, and it installs whole heat pumps and insulation rather than portable units.

Watch for scams

The program warns of phishing emails and people 'falsely claiming to represent the Energy Friendly Homes Program', and asks you to verify by calling 971.399.7742 and to check contractors against its participating contractor list.

It can sit alongside Energy Trust

Portland homes are in PGE or Pacific Power territory, so Energy Trust's incentives and Savings Within Reach also apply; ask the program how it combines them for your project.
