  • A program-eligible contractor; ducted, ductless, air-to-water and combined systems all qualify
  • The heat pump becomes the main heat, and any back-up heat is not fossil fuel
  • Tenant households can qualify through the income-qualified stream, with a consent form

The rules people find out about after the work is done.

  • Dual-fuel systems, such as a heat pump with natural gas back-up.
  • Replacing broken oil equipment.
  • Work begun before the financing agreement is signed.

The thing most pages get wrong

$12,000 has not covered a single heat pump installed through it. Saanich's own pilot report: "All heat pumps installed through the program exceeded the maximum financing amount ($12,000); heat pump prices ranged from $12,657 to $37,590." The report recommends raising the cap to match Nanaimo's $15,000.

An income table the province has since raised

The income-qualified stream still uses the Energy Savings Program's older Level 3 lines, $99,891 for one person, which the province raised on 6 July 2026 to $102,100. Oil tanks must come out with Saanich Fire permits.
