Tennessee Home Energy Rebates (HOMES and HEEHR) not launched

Administered by the Tennessee Department of Environment and Conservation's Office of Energy Programs, with the Tennessee Valley Authority as implementer.

Tennessee's two federal home energy rebates have not launched: the state still needs full approval and a signed agreement from the U.S. Department of Energy, then a contract with TVA to run them. When they open, HOMES pays $2,000 to $8,000 for a whole-home retrofit and the appliance rebate up to $14,000, for electric-to-electric upgrades only.

HOMES
Any household; the rebate depends on modeled savings and income.
HEEHR
Households below 150% of area median income, and multifamily buildings where at least half the residents are.
what HEEHR replaces
Only new construction, or an upgrade 'from existing electric equipment to more efficient electric equipment'.
retroactive
HOMES may pay for projects started on or after 16 August 2022 that meet DOE's and Tennessee's rules; HEEHR will not be retroactive.

The thing most pages get wrong

Tennessee's appliance rebate will not pay to switch from gas, and not because of the 2026 federal notices: TDEC's own plan limits HEEHR to new construction and to replacing existing electric equipment with more efficient electric equipment.

Beware offers in its name

TDEC: 'Funding for the Tennessee IRA Home Energy Rebate Programs is not yet available', and any current offer to households claiming to be part of them is not affiliated.

TDEC's list of what TVA pays now is off

TDEC's FAQ says TVA EnergyRight rebates cover windows, among other things. TVA's current residential rebate list has heat pumps, mini-splits, geothermal, central air, duct sealing, tune-ups, insulation, air sealing and a water heater coupon, but no windows.
