Washington Home Energy Rebates (HOMES and HARP) not launched

Administered by the Washington State Department of Commerce, with Guidehouse as rebate administrator.

Washington's two federal home energy rebates have not launched. Commerce's own timeline puts the state at step five of seven, setting up operations with its administrator, before federal approval to launch. When they open, the whole-home rebate (HOMES) pays up to $20,000 below 80% of area median income, and the appliance rebate (HARP) up to $14,000.

The thing most pages get wrong

Rebate sites put Washington's HOMES at up to $8,000, one of them at any income. Commerce's fact sheet pays up to $15,000 or $20,000 below 80% of area median income and $2,000 or $4,000 from 80% to 150%; nothing above 150%.

Two programs with nearly the same name

Washington calls the federal appliance rebate HARP, the Home Appliance Rebate Program. The name HEAR belongs here to a separate, state-funded program that is already paying through local administrators. A rebate site that says Washington's HEAR is not open is talking about the federal one.

Still waiting

Commerce chose Guidehouse as administrator in September 2025. Its page, updated June 2026, marks the program at step five: setting up delivery. Steps six and seven are federal approval and launch.
